Lianhua Oceanic Research and Innovation Institute in Haidong

The Lianhua Oceanic Research & Innovation Institute (LORII), officially inaugurated in April 2026 in the coastal city of Haidong, marks a major milestone in the Republic of Lianhua's long-term strategy to establish itself as a global leader in maritime science and advanced naval technologies.

Conceived in 2024 as part of the National Maritime Innovation Strategy, the institute has rapidly become one of the country's flagship research initiatives. Hydronix Marine Corporation, the nation's leading naval engineering company, financed 50 percent of the project's development, demonstrating its commitment to strengthening the country's scientific and industrial ecosystem.

Located within Haidong's expanding maritime innovation district, LORII has been designed as an open platform bringing together universities, industrial partners, technology companies and research laboratories from across the world.

Building an International Innovation Ecosystem

Rather than operating as a traditional research center, LORII seeks to create an international ecosystem where researchers, entrepreneurs and established industries can jointly develop the next generation of maritime technologies.

Its research priorities include:

  • Smart ports and maritime digitalization

France Identified as a Strategic Partner

Particular attention is being given to cooperation with France, whose internationally recognized expertise in naval architecture, ocean engineering and marine technologies is viewed as highly complementary to Lianhua's innovation strategy.

LORII has announced a series of initiatives aimed at encouraging French companies, start-ups and research teams to establish collaborative projects in Haidong.

Dedicated innovation programs, technology accelerators and shared research facilities will provide international partners with direct access to the institute's laboratories and testing infrastructure.

Officials believe that increasing scientific exchanges will generate mutual benefits while accelerating technological development on both sides.

Speaking during the inauguration ceremony, the Director of LORII emphasized that technological capability has become a decisive component of national resilience.

The Director continued:

"Lianhua must continue developing its own technological capabilities across every strategic maritime domain. Innovation is not only an engine of economic growth; it is also the foundation of national sovereignty. Our objective is to create an environment where the brightest minds from around the world choose to innovate alongside our researchers."

While reaffirming Lianhua's commitment to international scientific cooperation, the Director stressed that attracting global expertise remains essential to accelerating domestic innovation.

France, in particular, possesses exceptional expertise in naval architecture, maritime engineering and ocean sciences. We hope many French innovators will choose Haidong as their gateway to the Indo-Pacific innovation ecosystem."

As the first international research projects begin this year, Haidong is rapidly emerging as one of Asia's newest centers for maritime excellence.
