XINHAI — The Republic of Lianhua has recorded its highest-ever quarterly foreign direct investment total, with LNH-equivalent inflows reaching $4.2 billion USD in the first quarter of 2026, according to figures released Thursday by the Ministry of Economic Development.
The headline figure represents a 67% increase over the same period in 2025, and more than doubles the previous quarterly record set in Q2 2023. The Ministry attributed the surge primarily to the expansion of the National Technology Park (NTP), which has emerged as the region's pre-eminent cluster for deep-technology research and commercialisation.
"What we are seeing is not a flash of speculative capital," said Deputy Minister for Investment Fang Ruoxi at a press conference in Xinhai. "These are multi-year commitments from serious institutions who have assessed Lianhua's scientific infrastructure, its regulatory environment, and its talent pipeline — and they are choosing to build here."
Sectors Leading the Surge
Maritime artificial intelligence attracted the largest single tranche of investment, with $1.1 billion committed by a consortium of European and Southeast Asian technology groups to establish joint research facilities at the NTP. Ocean monitoring systems, autonomous underwater systems, and AI-driven logistics platforms each attracted between $300 million and $600 million in commitments.
Advanced materials — a sector where Lianhua has invested heavily in research capacity over the past decade — drew $820 million, primarily from Japanese and South Korean industrial groups. The cleantech sector, buoyed by Lianhua's offshore wind expansion programme, attracted $680 million from North American and European green finance institutions.

The National Technology Park
The NTP, established in 2014 on a 340-hectare site on the northern outskirts of Xinhai, now houses 412 companies ranging from early-stage startups to the regional headquarters of four Fortune 500 corporations. Its resident research institutions include the National Institute for Ocean Sciences, the Lianhua Institute for Advanced Materials, and the recently inaugurated Centre for Maritime Artificial Intelligence.
The park benefits from a bespoke regulatory framework offering a 15-year tax holiday for qualifying R&D activities, fast-track intellectual property registration, and streamlined work permit processes for international researchers. A dedicated fibre optic ring connects all facilities to the national high-performance computing centre at speeds exceeding 100 Gbps.
Outlook
The Ministry projects total-year 2026 FDI at LNH 14.8 trillion, which would represent a 48% increase over 2025 and comfortably exceed the government's five-year plan target of LNH 12 trillion. The next phase of NTP development — a 120-hectare southern expansion focused on biotech and quantum computing — is expected to begin construction in September 2026.
